Welcome to the Review of the Statutory Offices of the House of Assembly

The Review of the Statutory Offices of the House of Assembly was established by the Government of Newfoundland and Labrador in December 2022. The Honourable Robert Fowler, retired Newfoundland and Labrador Supreme Court Justice, has been appointed to conduct this Review.

It is imperative to understand what this Review is and what it is not. It is a review of the structure or administration of these offices as specifically set out in the Terms of Reference. It is not a fault-finding mission or an examination into the behavior of any person: it is a forward looking policy review. The Review is strictly bound by the limits of the Terms of Reference.

The Review will be conducted under the umbrella of independence and impartiality; concepts which will be rigorously upheld.

The six offices under review are:

  1. The Commissioner for Legislative Standards
  2. Office of the Chief Electoral Officer
  3. Office of the Child and Youth Advocate
  4. Office of the Citizens’ Representative
  5. Office of the Information and Privacy Commissioner
  6. Office of the Seniors’ Advocate
